My brothers goldfish died a few days ago, leaving a big plastic tank with plenty of new-ish things. I think he’s lost interest in goldfish now so is there any other type of coldwater fish that can be kept in that tank ?

Just an average coldwater fish tank for a couple of goldfish. I went to pick up the fish today and was told they wouldn’t sell fish to anyone without a filter, but the tank is in my bedroom and they’re so noisy. If the answer is yes, I must have a filter, are there any ways to dim the noise? Thank you.
