They only flare their gills to show agression to other males, and sometimes females. If your Betta is alone he should not flare, however you will be bubble nests being formed. Do not put another male Betta in however, and don’t put your Betta in a community tank as he will be bullied (not the bully contrary to popular belief!) howeer he will show aggression to anthing colourful and with long fins.

    Your fish is perfectly healthy.

they flare towards other bettas—try taping a small mirror to the tank so he’ll catch his reflection and flare. wal-mart carries a lot reasonably priced tanks (as low as 10 bucks) that have dividers so he can have company but they cant fight.

They only flare their fins when trying to be intimidating to other male Betta’s. It is not something they ‘want’ to do so if you really really want him to do it put another male where he can see it NOT IN THE WATER WITH HIM and then take a picture or whatever and then leave him be =] its really cruel to put two males together and let them fight because they will both die and its not entertaining at all it just looks terrible how they are being tortured. just so you know. good luck!
