An air pump is for oxygenating the water. It creates surface disruption so that the water will absorb oxygen.
You’ll also want gravel and fake plants.
As for fish, neon tetras are really good for a 10 gallon. You could get probably 7 or 8 of them.
Same with Rummynose tetras or Zebra danios. Google "Aquarium nitrogen cycle" it is really important to understand this process for a new aquarium..

The tank is kinda small. I’d stick with one or two fish. The air pump will aerate the water to ensure there is oxygen flowing through it. You’ll need a heater and a filter. Look for a simple bio-wheel filter. they work well.
Small external filter, submersible heater, gravel, light, hud, air pump, airstone, plants… The air pump is to get oxygen in the water. Neon tetras, Prestilla tetras, White clouds, harlequin rasboras, glowlite tetras, corydora catfish, dwarf placostomis… these are all non agressive fish that will live together in harmony and are very colorful. Tetras need to be in schools of 5+ of their own to be happy… 4+ white clouds… 4+ rasboras… any type of tetra… 2+ catfish… 2+ dwarf placostimi… (get the dwarf placostomises because the other algae eaters get too big for your tank.) all of these fish will be perfect for your tank. You can also get Platys but they breed alot and two can turn into 50 within a month. for your 10 gallon tank, I suggest 15 of the fish I mentioned but make sure the fish have at least 3 of their own species to school with. people usually say 1 fish per gallon but with small fish like tetras, you could have 20 in that tank… all of these fish and accessories are cheap for a 10 gallon tank
