Can I fit 5 neon tetras and like 3 fancy guppies in a well-kept 8 gallon biorb?

I also want something small to prevent algae from growing

no, get 6-7 tetras OR 6-7 guppies and 2-3 snails. the snails will help with the algae but the ONLY full proof plan to get rid of algae is weekly cleaning.

If you get an alge eater you would have to not get one of the tetras or guppies but they should be ok, remember an inch of fish for every gallon

for your algae problem get a Otocinclus catfish they work great in small tanks. i have 20 in my 150 planted tank.

4 Neons and 3 male fancy guppies is okay… But overstocking a bit. You cannot add catfishes but I would go for 3 cherry shrimp or a apple snail :)
