I have a 10 gallon tank, as well as a few slightly smaller plastic fish tanks. Which freshwater, low maintenance fish/plants would be good to put in it?

I recently just got a Half Moon Male betta fish and I have it in a hanging bowl on my wall. All it does is sit at the top. It never swims around and barely even moves. When i tap on the bowl it moves its fins a little but thats about it. The water feels pretty cold, what temperature should it be? How often do you feed it and how many times a week should i change the water?
