Why is the fish tank cloudy?

Recently bought a fish tank for coldwater fish. set it up with filter etc and added a solution that came with the tank. I've had fish before and this has never happened. But for some reason, the water is cloudy. Why is this? Is it just to much oxygen in the water?
the fish aren't even in the tank yet ... they're non-existant! so why is the water cloudy? its clean ! ... ??

    cloudy water is a bloom of free floating bacteria usually caused by extra nutrients in the water due to over feeding or not having established biological filtration. do a water change and feed once every other day that should take care of the prob. i only feed my fish one every other day hav been for years with out any problems a hungry fish is a healthy fish over feeding leads to poor water quality and sick fish

    The water is dirty from poop and fish excrement. ive had fish before and the tank is a pain in the butt to clean. i gave away my fish b/c they werent worth all that trouble.

    New tank? Cloudy water? Just bacterial cycling… Give it three to five days, add some gravel from an established aquarium if you can, and it’ll clear up like magic… read this webpage it’s GREAT!!

    Now when you say it’s cloudy, do you mean it looks like a milky white color? If so then it’s a bacterial bloom caused by the tank cycling. Once the tank is cycled(both ammonia and nitrites remaining at zero), the cloudiness will clear up.
