that is a tough one considering how small ur tank is
you could go for 5 neon tetras
    they might be uncomfortable though
a betta fish would look beautiful in there and they dont need any heating/filter/bubblers
    a single goldfish
    3-4 different types of guppy
you could add snails to any of those fish

Any one of the following options, you can mix & match:

    3 Male Guppies

    4-5 Neon Tetras

    3 White Clouds

    4 Otocinclus

    7 Ghost Shrimp

    1 Betta

    1 Dwarf Gourami

    3-4 Zebra Danio

    4-5 Harlquin Rasbora

    3 Black Neon Tetras

    4-5 Silver Tip Tetras

    2 Scissortail Rasboras

    1 Angelfish

    2 Small Cichlids

    2 Chinese Algae Eaters

    1 Siamese Flying Fox

    4-5 Glowlight Tetras

    1 Small Gold-fish

    6 Cherry Shrimp

    4-5 Galaxy Rasboras

    4-5 Black Skirt Tetras

    3 Upside down catfish

    2 Buenos Aires Tetras

    4-5 Cardinal Tetras

    1 Blue Gourami

Any of these would do well in a 4 Gallon Tank.

    1 Betta (Siamese Fighting Fish).

    That’s it.

For a 4 gallon, effectively tall not long tank, that’s it. It’s a TINY volume of water that doesn’t provide any swimming space for fish like Tetras and Guppies.

edit: A Goldfish needs 20 gallons minimum, there’s no way it could fit in a 4 gallon! Neon Tetras are active shoaling fish that need 10-15 gallons long. And Guppies are very active fish that ideally also need 10 gallons plus, over 15 gallons for a breeding group.
