Decorating one’s tank is largely a matter of personal taste, and what needs your future fish will have. Look through some aquarium books for ideas of what make for an attractive tank. If this is your first tank, read those books to learn about setting up and cycling your tank.
Basically, most tanks require a heater, filter, possibly an air pump, substrate (gravel), plants (silk or live), a background, and your choice of decorations. Your tank should still hold 35-36 gallons of water.
To care for your fish, you will need a net, water test kit (5-in-1 dip strips are easy for beginners to use), a gravel vacuum, water conditioner, and a couple of large, clean buckets for regular, partial water changes.
Please go to a book store, pet store, or your local library and get a beginner’s book or two for lots of valuable information. That is the single most important investment for having a successful first aquarium experience. Good luck!
You will also need a filter by the way.
You should full up your tank until there is about 2-3 inches from the top and add your gravel, and decor. If it starts reaching the top and you still have more to put in take some out then put the rest in.
Once you are done top it off with the rest of the water that is needed. I recommend filling it up to the trim on the top if there is any.
Proberly around 37 gallons, depending on what accessories you have which take the water level up.
you may want to get another rock or two depending on the size. you will also want to get a few plants to put in the tank. with all that in it id say you would need about 35 gallons of water to fill it.
The water amount depends on what fish you are going to get.
Most common amount, is afew inches below the top of the tank. If you are getting fish that is most lickly to jump, then make sure you tank has a cover.
Again accessories depends on what fish you are planning to get.
Most of the tanks I had just had a air pump, rocks, lighting, plastic plants, live plants, and some bridges (not sure what they were made of though.

You will want a filter, I would say go ahead and get one rated for a 55 gallon tank. Also, if you are planning on doing tropical fish, then you should get a heater. Don’t forget water dechlorinator, that might be the most important part.
You should also get some live or fake plants, and whatever decorations you would like to look at every day. And make sure you have about 30-35 pounds of the substrate of your choice (usually gravel).
As for water levels, usually, I fill mine up until I don’t see the water level when looking at it from the front. That means you will still have a couple of inches from the actual top of the tank.

put the decorations in that you want, and fill with water about an inch from the top of the tank…
