Depending on how the tank is set up, you don’t need a filter to cycle the tank if it has a soil substrate and lots of live plants. The plants would need the light but a betta can do fine without but as for the heater, a betta definitely needs that. They are tropical fish so they like their water to be from the 78-80F range.
As for the price of bettas in the UK, I don’t know.

If it was in the winter in a harsh climate, it probably wouldn’t last very long though. If its in the summer, just change the water partially every three days.
I don’t know how much they cost in the UK but in the US they cost about $4 to $10 dollars for a male and less for a female.

Although bettas thrive best in properly heated water, having it at room temperature will not kill or harm them – as long as you don’t do something silly like turn the house heat off in the winter or put the tank next to a cold, drafty window.
