I bought my grandma a betta fish about 4 months ago. I know betta fish are fairly dirty fish, but she has to clean out the bowl very frequently. She also said there's a lot of bubbles that gather at the top of the water. What do these bubbles mean?

It is a bubblenest but DOES NOT mean he *has* to breed. These nests are more often made out of boredom or to mark his territory. Bettas in large proper filtered tanks they rarely bubblenest as they’re too busy investigating their territory.
In an unfiltered bowl, yes she should be cleaning it out several times a week. If that fish was in a proper 5g filtered, heated tank she’d only have to do it once a week though and the fish would be a lot happier.
He is building a nest. You should really to some research on betta fish.
He is simply making a nest for a mate to lay eggs. It is totally normal behavior for a male betta. Nothing to worry about.
He is building a ‘bubble nest’ and he’s ready to Breed with a Female!
BUT, BEFORE you do anything regarding trying to Breed him, you MUST do some Reading Research on ‘Betta’s’ ….it’s NOT as simple as it sounds……
Don’t worry about the bubble nest it is normal. A bowl is not suitable though and she needs to get a 5+ gallon heated and filtered aquarium.
I have a female and she always has bubbles on the top of her bowl, whats that mean?
