Can I put ceramic media on top of the filter body in my baby BiOrb?

I just bought a baby BiOrb and the instructions says not to put the ceramic media on top of the filter body but it looks crap with nothing on top. Does anyone have one that can help?
Ceramic media is the stones/gravel at the bottom.
Biorb usually comes with a lid right ?? Why do you need to put another ceramic media on top ??
